MADEIRA BEACH, Fla. — The city of Madeira Beach is still working to restore a beachfront park that was destroyed by Hurricane Helene in 2024.
Public Works says it is planning to make Tom and Kitty Stuart Park look like it did right before the hurricane, expect for an upgraded restroom.
But a few residents and a local business owner say it will look more like a parking lot, which violates the agreement from the donors.
Resident Kris Digiovanni, who lives nearby, says she is anxious to see the park fully restored.
"The residents around here, we used it and we loved it," Digiovanni said. "And for the last 18 months, it's basically been covered in sand and debris.”
The city plans to add a seawall, a paver driveway with more parking spaces, a sidewalk, an elevated permanent bathroom, a picnic table, palm trees and other plants.
Before Helene, the park had a total of 17 parking spots.
According to a public works memo, two golf cart spots along, with a compact car parking space, will not come back.
That’s to make room for an ADA-compliant access ramp and stairs for the restroom.
Some residents, along with the owner of Lisa’s Café, want the park to look like it did before Caddy’s opened next door in 2021.
Back then, there were only five parking spots.
Lisa Ammons posted the deed from the Stuarts, which states they were donating the less than half acres of land “solely for the purpose of a city park.”
Ammons wrote: “Make it a park, or it goes back to the heirs!”
A few days ago, City Commissioner Housh Ghovaee told Spectrum News that the city was honoring the Stuart’s deed.
"Whatever the agreement was, we certainly will and have to honor that," he said. "But again, whose definition is park, whose definition is parking?”
Caddy’s purchased a previously planned restaurant’s property and agreement with the city.
It called for increased parking spots at the park, along with a fence coming down for a drive-thru.
In exchange, Caddy’s gave the city a five-foot easement of land, paid to rebuild the park and $25,000 for a portable restroom.
At a public workshop last month, Mayor Anne Marie Brooks said she was aware of the conversation that it was no longer a park.
"I would beg to differ. It is a park," she said. "It has parking places, it has access to the beach, the bathroom will be restored. It is a park very similar to the county park.”
Public Works said it is waiting on the design of the bathroom to finish the revisited site plan to accomodate the elevated restroom. Then it will go out to bid for the seawall, sidewalks, new water line, bathroom foundation, pavers and landscaping.
It will likely be at least six months before Kitty Stuart Park fully reopens.
It’s a day residents are looking forward to.
"We miss it. We can't wait for it to come back," Digiovanni said.
Public Works says the seawall must be built back first, followed by the parking lot.

MADEIRA BEACH, Fla. — Crews began positioning equipment Monday around John’s Pass to begin the decades-delayed dredging project.
For almost 30 years now, the city of Madeira Beach has seen excess sand pile up here on the northern end of John's Pass. The project’s goal is to get it all out and restore access to the marinas behind it.
“We've come a long way, and we're excited to be finally reaching what seems to be, at least, somewhat of a goal line,” said Capt. Dylan Hubbard, owner of Hubbard’s Marina.
The $1.5 million project, which was funded by the 2022 Florida legislature, will move nearly 13,000 cubic yards of sand out of the area.
On Monday, officials said they were mobilizing equipment and getting a space ready for the excess sand that the City of Madeira Beach plans to use for future projects.
Real dredging is slated to begin Wednesday or Thursday.
“Number one, it's about time. It's been a long time coming. As snowbirds, we've been hearing the rhetoric for years, but it seems like they're actually getting ready to do something,” said Mike Bridge, a part-time local.
The sand has piled up so badly that it's becoming a public safety threat. Madeira Beach's fire chief says John’s Pass has become the number one location for water rescues because of the intense current created by the sand.
The dredging will likely curb that and, according to Hubbard, help aquatic creatures swimming through.
“Unfortunately, with these sand (buildups), those marine animals come down here and they then have to all of a sudden go right out into the middle of the channel because the sand blocks the exit,” said Hubbard. “It's dangerous for marine mammals, it's dangerous for humans, and it's a huge waste and drain on our taxpayer infrastructure.”
Bridge is ready to see it for himself.
“There's so many tourists here that this is the kind of stuff they need to be doing to keep the tourists coming,” Bridge said.
City officials estimate the project will take 60 to 90 days and leave behind a depth of 10 to 12 feet.

The ground floor will host more than 10,000 square feet of restaurant and retail space, specifically a 3,350-square-foot restaurant, a 1,000-square-foot café, and over 7,000 square feet of retail. A sampling of some communal amenities includes a fitness center, rooftop swimming pool, and multiple terraces with views of the Intracoastal Waterway.
The developers initially presented plans for the Marriott Tribute Hotel in July 2025 and later revised design plans to blend more with the area’s fishermen’s village aesthetic. Place Architecture designed both concepts, the latest plans borrowing from the surrounding historic buildings.
Co-developer Bill Karns purchased the condo-hotel’s build site in 2021 and has since leased it to Florida Parking Co. Rezoning changes in 2024 increased the site’s allowable residential density, paving the way for the project’s construction.

Miami-based 1140 East Owner LLC has secured a $43.3 million construction loan for an affordable apartment complex in Hialeah. The Nexus Leah is set to measure eight stories above grade and comprise 189 apartments. Communal amenities would include a swimming pool, co-working space, fitness center, and children’s playground.
While our sources don’t outline specifics, Miami-Dade County defines affordable housing as housing that is available to buyers or renters earning at or below 140 percent of the area median income (AMI). By these metrics, a four-person household could earn no more than $173,460 to qualify for residency. Miami-Dade’s median household income was $87,200 as of May 2025.
Developer 1140 East Owner LLC purchased the build site for $3 million in 2022. It once hosted an automotive building that has since been demolished. After acquiring the site, the developer submitted rezoning plans that would redesignate the site from “industrial” to “transit-oriented development.” The Nexus Leah itself is near a Metrorail/Tri-Rail Transfer Station in Hialeah.
Initial plans for the build site called for 138 apartments with retail in eight stories but plans later shifted. The Nexus Leah is planned for a 2028 completion at 1140 E 25th St, Miami, FL, 33147, in Miami-Dade County.

It’s the total amount requested by Sen. Nick DiCeglie, who represents most of the Tampa Bay area beaches. The House, however, has so far not included funding for the projects, despite a request from Rep. Linda Chaney, who represents the area.
At the same time, the House has included $500,000 for roadway improvements in the beach community, while the Senate proposed budget so far leaves funding out. DiCeglie and Chaney each requested $1 million for that project.
The requested funding, which the Senate so far seems poised to approve, would allow the Madeira Beach Fire Department to build out an addition to be used as the local EOC, where officials could handle pre- and post-storm activities more efficiently and effectively.
“During Hurricanes Helene and Milton, the need for this EOC was realized,” DiCeglie wrote in his request.
And the EOC would be multifunctional, the request explains. When not in use during a state of emergency, the space would “function as a multijurisdiction fire department training facility” benefiting the Gulf Beaches Fire Group consisting of six local Fire Departments.
The $1.5 million would include $250,000 to engineering services for the project, with the rest dedicated to construction costs.
The $500,000 the House has included in its proposed budget for road improvements in Madeira Beach is half what Chaney requested. The local government is expected to provide $1 million to cover half of the $2 million project.
The requested funds are intended, in part, to cover increases in construction and labor costs since the project was first proposed, which would include milling and roadway resurfacing, curb removal and replacement, and general beautification. The improvements would also improve drainage along the roadway, limiting stormwater pooling.
While the House and Senate are not yet in alignment, with budget proposals now ready from each chamber, budget leaders will begin reconciling with the goal of producing a final budget to send to Gov. Ron DeSantis, who would then have the opportunity to issue line-item vetoes.
That means either project could be in line to receive the amounts included in the House and Senate respective budgets, a different amount, or nothing at all. But for now, each chamber has made clear where they’d like to land on Madeira Beach projects.

Two years after it was first announced, construction is set to commence on The Beachmaker, an eight-story, 161-unit Marriott Autograph Collection hotel in Madeira Beach.
Beginning in March, existing structures on the 2.5-acre site at 15000 Madeira Way will be demolished to make way for the new resort.
Over the years, the property has been home to a variety of local businesses, most recently Frabotta’s Beach Kitchen, which will close in mid-February, and Saltwater Hippie Beach Bar, which is relocating across the street to 15045 Madeira Way.
The new hotel is being spearheaded by local developer Bill Karns, who has partnered with Marcus Winters, owner of Caddy’s, and Jeff Beggins of Century 21.
Through Boca Ciega Land Co. LLC, the partners purchased the property for $13.5 million in 2022.
The building will function as a condo-hotel, meaning the units are privately owned and may be lived in by the owner or be placed into a short-term rental program.
The hotel will feature 30,000 square feet of ground-floor retail space, anchored by three hotel-operated restaurants: Archie’s Coffeehouse and Bodega, Cozina Mediterranean Restaurant, and the Bom Bom Pool Bar and Grill.
Two levels of parking are planned for the second and third floors, with hotel suites occupying floors four through eight. A collection of 10 penthouses will be located on the eighth floor.
Residents and guests will have access to 25,000 square feet of amenities, including a fourth-floor outdoor deck with two pools, a lobby bar, fire pits, and cabanas, as well as a 250-person banquet hall with expansive, unobstructed views of the Gulf.
The hotel will also contain a skybridge spanning Gulf Boulevard, providing direct access from the hotel to Archibald Park and the beach.
In addition to the on-site amenities, the ownership group plans to incorporate a nearby marina into the hotel’s offerings.
The team purchased Bowden’s Marina in December for $5.6 million. Located about a quarter mile from the hotel at 410 150th Avenue, the property will be renamed Beachmaker Marina and renovated to better serve Beachmaker owners and guests.
Karns said several new operators are expected to offer fishing charters, sunset cruises, and dolphin tours.
The Beachmaker is expected to open in 2027.
Pricing for the suites starts at $700,000, while penthouses begin at $4 million.
Karns said more than 50% of the 161 units have already been sold.
In addition to The Beachmaker, the team is also developing an 87-key Marriott Tribute condo hotel across from the popular John’s Pass Boardwalk in Madeira Beach.
