Tonight, residents and officials will review the draft of plans that would guide Rohnert Park's development for the next decades.
Rohnert Park planning commissioners and city councilmembers are holding a study session from 5:30 to 7:30 p.m. to review the Draft 2040 General Plan, which outlines policies for land use, housing, economic development, mobility, environmental justice, and public services.
The Draft General Plan, published Nov. 21, updates the city’s 2000 plan to reflect population growth, changing conditions, and public input over the past three years.
Rohnert Park, is a master-planned community along Highway 101 with just under 45,000 residents, according to 2025 Census numbers. Officials are eager to see more people, more businesses, and more revenue in the future. The General Plan is expected to balance preserving Rohnert Park's heritage with guiding future development, including plans for a mixed-use downtown on the former State Farm campus.
The meeting is an opportunity to discuss the draft, ask questions, and provide direction before public hearings begin in March. Written comments on the Draft General Plan remain open until adoption, while the Draft Environmental Impact Report public comment period ended Jan. 16. Officials will respond to feedback in a Final EIR expected in February.
The meeting will be at the Rohnert Park Community Center, 5401 Snyder Lane. In addition to in-person attendance, the meeting will be live-streamed on the Rohnert Park YouTube channel. The recording will be posted on the city’s website.

SONOMA COUNTY, CA — A man convicted of torturing his girlfriend and later threatening to kill his wife will remain in state prison after the California Board of Parole Hearings denied his request for parole, according to prosecutors.
The board ruled that David Busio Lopez, 52, continues to pose a high risk to public safety following a Jan. 28 parole eligibility hearing, the Sonoma County District Attorney's Office announced.
Lopez was convicted by a jury in 2007 of domestic violence against his then-wife. That conviction followed multiple prior “strike” offenses stemming from a 1994 case in which he repeatedly assaulted another victim. He was sentenced to 35 years to life under California’s three-strikes law.
In the earlier case, a jury convicted Lopez of 24 felony counts for beating the mother of his child over a three-month period. The convictions included assault with weapons, criminal threats, child abuse, kidnapping, forcible sex offenses, and torture. He was initially sentenced to 15 years and four months in prison. After the district attorney appealed, the state Court of Appeal ruled the sentence was improper, and a judge resentenced Lopez on all counts.
Lopez was released on parole in 2005 and married another woman while serving his first sentence. Prosecutors said that within 13 days of his release, he assaulted his new wife and threatened to kill her if she reported the abuse.
Lopez qualified for consideration for parole under California’s “elder parole” law because he is over 50 years old and has served more than 20 years of his sentence. The law allows certain long-term inmates to seek parole, but release is contingent on a finding that the individual does not present an unreasonable risk to the public
In denying parole, the board reviewed psychiatric evaluations, Lopez’s prison disciplinary history, arguments from both prosecutors and defense counsel, and statements from the victim. The panel concluded that Lopez remains a high risk to public safety if released.
Lopez is scheduled to be reconsidered for parole in seven years.

ROHNERT PARK-COTATI, CA — Rohnert Park residents interested in shaping the city’s long-anticipated downtown development are invited to attend one of three public meetings this week, as city officials and the developer of proposed blueprints gather residents' opinions on early design concepts for the project.
The meetings come months after the Nov. 18 meeting, where the Rohnert Park City Council approved a concept design and preliminary terms for redeveloping the 30-acre former State Farm campus into a mixed-use downtown.
Plans reflect an attempt to increase revenue by creating a downtown hub for shopping and entertainment, and draw Rohnert Park closer to wine country tourism.
The proposal by CenterCal Properties envisions creating a downtown for Rohnert Park, a city planned more than six decades ago without a traditional town center.
The plan includes 350 to 400 housing units, up to 160,000 square feet of retail space — including a potential grocery store — and a 100- to 160-room upscale hotel arranged around a central public plaza, with construction expected to begin in 2027 and finish in 2029.
Two drop-in meetings will be held on Wednesday, from 11 a.m. to 3:30 p.m. at Northern California Public Media and from 4 to 7 p.m. at Old Caz Beer. A third meeting is scheduled for Thursday from 11:30 a.m. to 1 p.m. at Waterhawk Lake Club.
City staff said the sessions are designed to allow residents to see early concepts and weigh in on design elements, desired businesses, and other priorities before plans are finalized.
The project could be rental or for-sale units, but the development agreement requires that 25 percent be affordable to households earning no more than 80 percent of area median income.
